What incentives is the county offering to get those younger than 30 to stay in Marin?

Unfortunately, Marin has been unable to accommodate this group’s outrageous demands. “We need housing,” they cry (meanwhile, houses everywhere here – get a job!). “What job?” They moan, lazily assuming that no company is going to hire a homeless person. They even have the nerve to complain that there's nothing to do at night, as if Zinz Wine Bar isn’t open until 9pm. What can you do?
The good news is that having an entire generation missing from society is not a big deal. It’s completely standard in many war-torn countries, for example.
